I read the rules and had help from friend of mine who can speak Chinese to understand them properly. 

Skyrim is one of those games which you can modify in any way you want and ending up with own little world, but modding it is very annoying. Do not worry about your english , it's  easy to understand language, well for me at least. 

so you want modding it easier?

For sure, well it's not installing mods is an issue rather mods conflicting all the time if you want get back in skyrim and mod it i would recommend you using the "special" edition since it's the one which was made on x64 architecture and much more stable vs "legendary" edition which is the old 2011 game. 

then you want to got the chinese integration package？

I have some Chinese made mods for skyrim i can recommend one good site it's called 9damaomods if you ever will want mod the game you should use it.
